Navicha orders public buildings to be disability-compliant by 2029

Minister of Gender, Community Development and Social Welfare Mary Navicha has issued a firm directive requiring all owners of public buildings to ensure their facilities are fully accessible to persons with disabilities by 15 April 2029, emphasizing that government will begin enforcing compliance without exception.

Addressing Parliament on Wednesday, Navicha said authorities have already tightened oversight mechanisms, noting that no new building plans in cities or towns are being approved unless they meet universal design standards as outlined in the Persons with Disability Act of 2024.

She said the standards include ramps, accessible toilets, proper signage and other essential features.

Said Navicha:“Persons with disabilities are human beings, and their differences reflect human diversity.Accessibility is not a privilege but a legal right.”

The minister also took a tough stance against the continued violence targeting persons with albinism, warning that perpetrators will face decisive action.

“Anyone promoting such violence must know that once we catch you, it is over for you,” she warned.

Navicha further urged all government ministries, departments and agencies to strengthen budget allocations for disability-related interventions, arguing that disability inclusion is an intersectional issue that requires coordinated national efforts to guarantee equal participation and safety for all citizens.
