Kamangila reports Malondera, PAC to ACB on Amaryllis Hotel inquiry

Activist Counsel Alexious Emmanuel Silombela Kamangila, has lodged a complaint on corruption and abuse of office by Hon. Baba Steven Malondera and members of the Public Accounts Committee to the Anti – Corruption Bureau (ACB) for receiving an alleged bribe of MK65 million paid through Hon. Malondera to influence the public inquiry on Amaryllis Hotel sale.

Kamangila said Malondera and the Public Accounts Committee Committee ( PAC) received the alleged amount from Apostle Clifford Kawinga who invited Hon. Malondera to his house in Area 43 – Lilongwe where he was given MK65 million to be shared to the Committee for purposes of influencing the inquiry by protecting the  main culprits of the Amaryllis Hotel sale theft and to also shield some public officers from PACs scrutiny and accountability.

He said he has information that when Malondera received the money, he shared less money to the rest of the committee members instead of MK3 million to each member as initially agreed.

The Counsel said dissatisfied with this, some Committee members had wanted to boycott the inquiry until they were given their full share.

In a letter to the ACB dated 6th April, 2026 Kamangila has called on the ACB and Malawi Police Service ( Fiscal and Fraud section to investigate the corrupt activities by Hon. Malondera and the entire Committee.

Kamangila has also called on Speaker of the National Assembly and the Business Committee of Parliament to immediately stop any attempts by the committee to present the report to the National Assembly until the conclusion of the investigations on the matter are made.

He said it will be irresponsible for the National Assembly to receive, discuss and debate a Report influenced by corruption saying the whole inquiry lacked integrity and was  influenced by corrupt activities.

The Counsel said the Report and its recommendations cannot be allowed to stand claiming that the whole Committee should be dissolved and be replaced by a Committee made up of people with integrity to carry out the inquiry with honesty and impartiality.

In the letter, Kamangila has called on Hon. Malondera and all members of the Public Accounts Committee to to recuse themselves or stepdown from the committee so that a new Committee constituted by members of integrity who will not be influenced by corruption, should proceed to conduct the inquiry fairly, without shielding anyone.

Kamangila said being a whistle – blower in this matter, who brought the issue to Malawians, he is ready to provide his statement to the ACB and Police at any time to aid in investigations.

He said some members of the Public Accounts Committee have assured him that they are willing to be state witnesses if offered the necessary legal protection.

” I anticipate that this complaint will be treated with the seriousness and utmost urgency it deserves,” reads Kamangila’s complaint to the ACB in part.
